REGES-ONLINE – what is it and what obligations do Romanian entities have?

As its implementation date is just around the corner, here’s a short summary about the new digital employment platform, REGES-ONLINE.


Launched by Government Decision no. 295/2025, REGES-ONLINE is Romania’s new centralized, fully digital platform for managing employee records, replacing the outdated REVISAL system. The new platform aims to modernize labor administration through digital transformation, improved security, and interoperability.


As of September 1, 2025, all the Romanian employers, be it legal entities, natural persons, public institutions, etc., must fully implement the new employment registration platform. As an exception, people without employees (e.g., PFA without staff) or entities that only contract independent collaborators (e.g., freelance agreements or author’s rights) are not required to use REGES‑ONLINE. 


Starting with January 1, 2026, REVISAL usage will be completely blocked and only REGES‑ONLINE will be the operational system.


The main obligations of the employers are to:


  • register all active employment contracts in REGES-ONLINE by December 31, 2025;

  • operate salary or relocation changes within 3 working days from the date the change takes place;

  • maintain employee personal files, physical or electronic (if using digital signatures).


As main benefits, the following should be mentioned:


  • 100% web‐based access - no local installations required;

  • automatic validation with ANAF/ONRC, fewer administrative errors;

  • faster processing, easier error detection and correction;

  • lower risk of losing or corrupting files, higher data security;

  • efficient interoperability with other public databases via APIs.


Not migrating to REGES‑ONLINE by December 31, 2025, constitutes an administrative offence and can be sanctioned with fines up to RON 20,000 (i.e. EUR 4,000).
